What do i need to make this corset like lace up top? (pic)?

I really wanna make this a href="http://tinypic.com/view.php?pic=2mpwlz4&s=7" rel="nofollow"http://tinypic.com/view.php?pic=2mpwlz4&…/a ( the pink ribbon thing) on a plain white tank top,but i don't know how to attach the ribbons. if i just make holes in the fabric it'll come out weird cause i tried. anyone know what tool to use?
